What's real vs. proposed here
Verified in the live client portal An environment's Overview page shows a status pill (e.g. "Not serving") and a "Storage" / "Databases" / "User access" panel. The sidebar, tabs and page chrome are copied from the real app.
Proposed: outage banner Today "Not serving" is a small pill with no next step apart from a generic "Ask us about your data" link. This banner turns that into a direct route into a guided report, for this one failure mode.
Assumption That surfacing "Not serving" this prominently, unprompted, is desirable — some customers may already know and be mid-deploy. Worth confirming before building.
